St. John steps aside as city engineer

Manchester City Engineer Scot St. John is stepping aside to allow his associate Adam Carter to assume the role.
St. John made the announcement during the Dec. 16 Manchester Planning Commission meeting.
“I’ve served with this commission for the last 25 years,” St. John said. “As my retirement draws near, I need to slow down a bit.”
St. John proposed to Mayor Joey Hobbs, Codes Director Brittany Fiske and the commission that Carter take over his duties with the city.
Carter has worked closely with the city for eight years, especially the Water and Sewer Department.
According to St. John Engineering, Carter is a licensed Professional Engineer in the State of Tennessee and has over 16 years of experience in the civil and structural engineering fields including planning, project management, design, and construction administration.
St. John said that the December meeting would be the last he would attend in his current role. He said, however, that he would still be available for consultation.
John has been with the Manchester Times since May 2011. John has won Tennessee Press Association awards for Best News Photo and placed in numerous other categories. John is a 1994 graduate of Tullahoma High School, a graduate of Motlow State Community College and earned a Bachelor of Arts in English from Middle Tennessee State University. He lives in Tullahoma, enjoys painting, dancing and exploring the outdoors.
