$1M bond set for woman accused of torturing, murdering 3-year-old boy
MEMPHIS, Tenn. – A $1 million bond was set for a woman accused of torturing and murdering a 3-year-old boy.
29-year-old Dominica Mosby was charged with first-degree murder, aggravated child abuse, and aggravated child neglect in the death of 3-year-old Kevin Horton.

Memphis Police officers responded to a call in the 4200 block of Beacon Hills Road on November 15 around 3:00 a.m. after the child’s father found him unresponsive. Police reported that the 3-year-old was pronounced dead on the scene.
Mosby was identified as the girlfriend of the child’s father. She originally told police that she put the 3-year-old to bed after he was feeling sick, but later in the investigation, Mosby confessed to severely abusing the child.
Wednesday, Mosby appeared in court for a preliminary hearing. State prosecutors called up an MPD investigator and forensic pathologist to testify.
Sgt. Albert Parks said he was one of the officers who interrogated Mosby shortly after the toddler died. “We got her to explain what she did with the Black & Mild. She said she put it out in his ear. After that, she told me about how she punched him like twice in the stomach,” he said.
According to police, she also told police she burned his genitals after he peed on the floor and repeatedly beat, stomped, and hit the child on his torso and chest when he disobeyed her.
Medical examiners ruled the child’s death as a homicide. Police reported that the autopsy showed lacerations to the liver, internal bleeding in the stomach, bruising on the torso, and burns to the ear and genitals.
Forensic pathologist Ibrahim Ortinca told the court the toddler was covered in bruises and cuts. “His head, there were several bruises, contusions on the forehead, right cheek, chin, between a quarter of an inch to three quarters of an inch. There was also some bruises inside the mouth, bleeding inside the mouth,” he described.
When asked by a prosecutor if Horton could have survived his injuries if he had been brought to a hospital, Ortinca’s response was “possibly, potentially.”
“The facts presented in this case are disturbing and heartbreaking,” said DA Steve Mulroy. “A judge has found probable cause, and the State will continue to pursue accountability and justice. A three-year-old child lost his life under horrific circumstances. Our responsibility is to seek justice for Baby Kevin and to ensure that those responsible are held fully accountable.”
Mosby will remain in custody on a $1 million bond. The DA’s office says prosecutors advised the court that they will be seeking life without parole.
